PROPOSED Hillside Development Permit

(project no. 2017-NID-HDP)

325 camino verde, SOUTH PASADENA, CA 91030

The City of South Pasadena hereby gives notice that the City of South Pasadena Planning Commission will consider an application for Design Review, Hillside Development Permit, and adoption of a Negative Declaration.  The applicant (Benny Arias of D.L.A. Architects) submitted plans to demolish and existing single-family residence and construct a new two-story single-family home located in a single-family residential neighborhood at 325 Camino Verde, South Pasadena, CA 91030 (APN:  5308-005-045).

The project is briefly described as:

The proposed project consists of demolishing an existing 1,582 square foot one-story single-family residence constructed in 1965 and replacing the structure with a new 5,215 square foot two-story single-family house with a 400 square foot two-car attached garage, not visible from the street.  A breakdown of the proposed house square footages are as follows:  the first floor will be 2,236 square feet; the second floor will be 2,384 square feet; and the detached bonus room/pool house will be 595 square feet.  The proposed house is traditionally designed in a Mediterranean style with a central front entry vestibule, a symmetrical façade, shallow roof eaves with a classical cornice profile, a hipped clay s-tile roof, and fiberglass windows.  The house will be composed of simple geometric forms and will be finished in stucco with a stone cladding base.  The proposed bonus room/pool house, composed of the same style and materials as the main residence, will be detached and connected to the house through a patio terrace uphill from the street, however, this accessory building will still sit lower in height than the house which itself does not exceed the height limits of Altos de Monterey.  The project will also involve the construction of a new rectangular pool next to the bonus room/pool house at the rear yard.  The subject property is rectangular in shape with approximately 95 feet of frontage along Camino Verde that then widens to approximately 140 feet at the rear, and it is approximately 210 feet in depth.  The gross square footage of the subject parcel is 23,207 square feet, however the property contains easements along its rear/south end as it abuts the City of Los Angeles with a 30 foot wide easement for Southern California Gas, and another adjacent 10 foot wide easement for Southern California Edison, bringing the net square footage of the property to 16,562 feet.  The average slope of the property is calculated to be 23.1 percent and the proposed project will require an estimated 1,616 cubic yards of soil be cut from the site, and an estimated 64 cubic yards of fill.  No trees are proposed for removal, however an encroachment permit may be required for the proposed outdoor circular steps that wrap around an existing mature tree, which will be subject to the Public Works Department.  The applicant is proposing a landscaping plan that incorporates new tree plantings and other drought-tolerant vegetation.  The proposed demolition of the house was reviewed by the Cultural Heritage Commission (CHC) at their June 21, 2018 meeting per the City’s Historic Preservation Ordinance for structures over 45 years of age.  In concurrence with an Architectural Historian’s Report, the CHC has determined that the property is not an Historic Resource, and the project may proceed with the demolition pursuant to the approval of the Hillside Development Permit by the Planning Commission.

City Staff conducted an Initial Study and determined that the project would not have a significant impact on the environment; therefore a Negative Declaration was prepared.  Public comments will be received by the City prior to the final adoption of the NEGATIVE DECLARATION and action on the project for a period of 20 days prior to the public hearing date.  A public hearing will be held before the Planning Commission to discuss the project, on August 27, 2018, at 6:30 p.m., at the Amedee O. “Dick” Richards, Jr., Council Chambers, 1424 Mission Street, South Pasadena, CA 91030.  Copies of all relevant material, including the project specifications, and the NEGATIVE DECLARATION, are on file in the offices of the Planning and Building Department, 1414 Mission Street, South Pasadena, CA 91030, and are available for review from 7:30 a.m. to 5:00 p.m., Monday through Thursday, and from 7:30 a.m. to 4:00 p.m. on Friday.
